Turning Workforce Data into Mission Intelligence with Enlighten + AI

The
Challenge

A major federal agency faced an unprecedented transformation. An Executive Order significantly expanded its national security mission, including a larger global footprint, while Congress nearly doubled its budget and the agency prepared to more than double its operational workforce.

Congress also directed the agency to undertake an enterprise-wide reorganization and develop a new workforce strategy and governance framework connecting its expanded mission requirements with staffing priorities, succession readiness, mission readiness, and workforce performance and risk. The agency was given six months to develop and submit the full plan for Congressional approval.

The challenge went beyond organizational design. The agency had never undertaken a transformation of this scale and lacked much of the centralized workforce and organizational data needed to understand its current state, design its future organization, and demonstrate how their new structure best fulfills their expanded national security mandate. Existing information was fragmented across departments, systems, and formats, while significant gaps existed in the data Congress required.

Jefferson Solutions Group was contracted to help lead the agency through this time, and in particular, turn the disparate data sources and previously unmeasured aspects of organizational performance into accurate and actionable intelligence through Enlighten + AI, Jefferson’s proprietary AI-enabled workforce and mission performance solution.

The Solution
Strategy

Jefferson began by working across the agency to identify, collect, and clean existing organizational and workforce data to integrate and then ingest into Enlighten + AI. Where essential information did not exist, Jefferson developed new collection forms, templates, and processes to establish accurate data inputs and support consistent governance moving forward.

Jefferson then worked with agency leadership to customize Enlighten + AI’s statistically validated calculations, weighting, outputs, and performance measures to the agency’s expanded mandate. The goal was not simply to centralize information, but to create accurate and trusted results connecting workforce performance and organizational effectiveness data directly with the agency’s new mission requirements.

Tools Used

Enlighten + AI: Jefferson’s secure, proprietary AI-enabled performance solution provides agency leadership with an enterprise-level view while allowing authorized users to drill down into department and employee-level results  on organizational requirements and workforce productivity, performance, and readiness. The containerized solution integrates with existing client systems and clearance authorizations that securely pull and analyze agency-specific data rather than the public internet or AI models.

Within Enlighten + AI, Jefferson created an integrated measurement framework that quantifies more than 60 real-time and predictive analytics and performance measurements spanning four primary areas:

Mission Readiness:

Defines and measures organizational efficiency, effectiveness, and overall performance to help leaders understand whether resources, operations, and workforce tasks are aligned with mission requirements.

Mission Impact:

Evaluates the mission criticality of all organizational activities, departments, and workforce functions and flows to help leaders identify where resources and attention will have the greatest return.

Workforce Performance:

Provides quantified insights into organizational, departmental, and employee efficiency and effectiveness, workforce readiness and risk, succession readiness, and alignment between position descriptions and actual task orientation.

Governance and Performance Accountability:

Establishes the adoption structures, processes, and accountability mechanisms needed to maintain accurate and trusted data that monitors, evaluates, and ultimately, increases performance and transparent reporting in a clear and unified environment.

Best Practices

  • Build the data foundation before applying AI. Jefferson first identified, collected, and cleaned disparate agency data and addressed significant information gaps before bringing that information into Enlighten + AI.
  • Measure what matters to the mission. Targeted performance measures were customized to the agency’s specific mission requirements throughout the various levels of the organization, from headquarters to field operations, rather than applying generic workforce metrics.
  • Validate the methodology. Jefferson worked with agency leadership to customize and statistically validate calculations, weighting, and performance measures so leaders have confidence in Enlighten + AI’s workforce intelligence outputs.
  • Connect workforce performance to mission performance. Enlighten + AI allows the agency to quantify workforce efficiency and effectiveness in the context of mission criticality, readiness, and organizational outcomes.
  • Build governance into the solution. Jefferson developed governance and accountability structures to help the agency sustain accurate data, measurements, and decision-making frameworks throughout the  reorganization and into the future.

Benefits & Results for Client

Enlighten + AI gave the agency a centralized, data-driven approach to measuring areas of mission and workforce performance that it previously had no way to quantify or track. Rather than relying on disconnected information and subjective assessments, agency leaders gained real-time and predictive insight into organizational efficiency, effectiveness, mission criticality, workforce readiness and risk.

More than 60 real-time and predictive analytics and performance measurements provide visibility across the agency’s national security readiness, impact, workforce performance, and ongoing governance, reporting, and accountability.

A centralized measurement framework provides  agency, department, and employee-level visibility into efficiency, effectiveness, and mission performance scores where no comparable centralized capability previously existed.

New governance adoption for data collection, measurement, and reporting  processes were established to address previously missing or fragmented organizational and workforce information.

The agency completed and submitted its Congressional reorganization package two months ahead of the mandated deadline.

Congress approved the agency’s complete package without changes or additional requests, describing it as “a model for future responses.”

The agency continues to use Enlighten + AI to assess performance, identify organizational and workforce risks, support mission execution, and demonstrate quantified accountability from the Cabinet to Congress.

Enlighten + AI’s results demonstrate the value of combining AI-enabled technology with the expertise needed to understand the organization by quantifying the effectiveness of its mission through  workforce intelligence. Jefferson did not simply create a new dashboard. Jefferson established and defined essential data, measures, and governance needed to give the agency a new way to understand current performance, anticipate future needs, and make more informed decisions as the organization executes its expanded national security mission.

Key Takeaways

AI is only as valuable as the data and mission context behind it
