Elevating Acquisition™ Tools: Turning Acquisition Complexity into Action Through Practical Technology

The
Challenge

Federal acquisition teams operate at the intersection of program requirements, contracting processes, policy, compliance, data, and industry. When those elements are disconnected, even experienced teams can face lengthy procurement timelines, repetitive administrative work, limited visibility into acquisition activity, and difficulty translating requirements into executable actions.

For a Cabinet-level Department, the scale of that challenge was significant. Acquisition support needs spanned multiple organizations, major programs, and customers, requiring an approach that could improve individual procurements while also creating greater consistency, visibility, and capacity across the enterprise.

Jefferson Solutions Group helped bridge these gaps, working across contracting offices, program offices, and industry to navigate processes, translate policy into action, create capacity, and take a more strategic approach to acquisition.

The Solution
Strategy

Jefferson combined deep acquisition and program management expertise with practical technology solutions designed around how agency teams actually work. Rather than introducing technology for technology’s sake, Jefferson identified areas where automation, data visualization, low-code development, and improved workflows could reduce administrative burden, strengthen decision making, and give acquisition professionals more time to focus on higher-value work.

Using technology already available within the agency environment, Jefferson developed low-code business solutions to automate manual processes and captured and visualized acquisition data to identify opportunities for process improvement and better outcomes.

As part of its Elevating Acquisition™ approach, Jefferson has developed a portfolio of nearly 60 practical tools and solutions designed to improve acquisition processes, automate repetitive work, strengthen visibility, and help acquisition professionals make better informed decisions. These tools address needs across the acquisition lifecycle and can be adapted to the specific processes, requirements, and technology environments of individual agencies.

One example is Procurement Automate, which combines procurement action and review capabilities into an integrated environment. The solution centralizes procurement actions, automates notifications and folder creation, reconciles award information, tracks performance reporting requirements, and feeds data into dashboards that give leadership greater visibility into acquisition activity. During FY25 alone, the solution streamlined the management of more than 1,500 procurement actions.

Jefferson also demonstrated how quickly technology could respond to emerging priorities. When a new executive requirement created an urgent need for enterprise-wide contract tracking and reporting, Jefferson developed and deployed the Contract Action Status Tool (CAST) across the agency in approximately one month. The solution ultimately supported tracking and reporting for more than 500 contracts representing $2.5 billion in total contract value and more than $200 million in savings.

Technology was integrated with hands-on acquisition support throughout the engagement. Jefferson worked with program and contracting offices on acquisition planning, led Integrated Procurement Teams for complex procurements, supported procurement package development and technical evaluation committees, and helped implement strategic initiatives through communications, change management, process improvement, and acquisition subject matter expertise.

The result was technology grounded in mission needs and acquisition expertise, with Jefferson staying alongside the customer from identifying the problem through implementing the solution.

Tools Used

Jefferson developed and deployed a portfolio of technology and automation capabilities to address specific acquisition and program management needs. These included:

Procurement Automate:

An integrated procurement management environment that automatically retrieves and processes procurement system data and centralizes procurement actions, automates administrative workflows and notifications, supports procurement reviews, reconciles award information, tracks CPARS requirements, and feeds acquisition data into actionable dashboards.

Contract Accountability Savings Tracker (CAST):

An enterprise solution for tracking contract actions, savings, and related reporting requirements across the agency that can be rapidly deployed.

Contract Closeout:

A low-code automated federal contract closeout solution that uses the contract writing system period-of-performance data to initiate, manage, document, and record administrative closeout activities.

SharePoint solutions:

Knowledge management, training hub, support request, feedback, and workflow capabilities designed to improve access to information and support more efficient acquisition operations.

Power Apps and Power Automate:

Low-code applications and automated workflows designed to replace or streamline manual processes using technology already available within the customer’s environment.

Power BI dashboards:

Data visualization capabilities providing leaders and acquisition professionals with actionable information on acquisition activity, portfolio performance, trends, savings, and other key indicators.

Automated contract portfolio management:

A solution supporting a complex federal contract portfolio that uses acquisition data to provide daily portfolio updates and proactive notifications for contracts approaching expiration.

Best Practices

  • Start with the mission problem, not the technology. Jefferson uses acquisition and program expertise to understand where processes create friction before determining where automation or technology can make a meaningful difference.
  • Make existing technology work harder. Low-code solutions built within the agency’s existing technology environment can improve processes without requiring agencies to introduce entirely new enterprise platforms.
  • Automate repetitive work to create capacity. Automating notifications, data reconciliation, tracking, reporting, and other administrative activities allows acquisition professionals to devote more time to complex, higher-value work.
  • Turn acquisition data into decision-ready information. Dashboards and visualization tools give teams and leaders greater visibility into procurement activity, trends, savings, compliance, and emerging requirements.
  • Turn new capabilities into new ways of working. Jefferson combines technology development with training, knowledge management, stakeholder engagement, and hands-on acquisition support so new capabilities become part of day-to-day operations.
  • Build for changing requirements. Low-code development and an agile delivery approach allow Jefferson to respond quickly when policies, priorities, or mission requirements change.

Benefits & Results for Client

Jefferson’s combination of acquisition expertise, automation, data, and hands-on execution has helped the customer increase acquisition capacity while reducing administrative burden and accelerating procurement activity.

60 to 90 days in average time savings on pre-award actions, helping programs move acquisitions forward more efficiently.

7,000+ hours in documented time savings across acquisition automation solutions, equivalent to approximately three full-time employees.

15 full-process automated solutions and Power Apps, 10 Power BI dashboards, and seven SharePoint sites delivered through one multi-year acquisition modernization effort.

500+ contracts representing $2.5 billion in total contract value tracked through CAST, with more than $200 million in savings identified and reported.

More than 5,000 vendors, APEX Accelerator points of contact, and contracting officers trained as part of broader acquisition modernization efforts.

Additional acquisition support included 634 procurement actions worth $240 million and review of 1,833 acquisition packages representing $6 billion.

Jefferson has built a portfolio of 60+ tools and automations spanning acquisition workforce management, procurement action management, portfolio management, compliance, and administrative support.

Customer feedback also highlighted Jefferson’s rapid turnaround, collaborative support, acquisition expertise, strong communication, and ability to reduce protest risk. One customer described the experience simply as:

“The [acquisition] process and results are excellent. Standard work, processes, and templates will help us improve customer, public and employee experiences.”

The results demonstrate the value of combining technology with people who understand the acquisition mission. Jefferson did not simply automate existing processes. The team helped identify where processes could work better, built practical solutions around those needs, and provided the expertise and support required to put them into action.
