Carrie Kramer’s career has been shaped by a consistent instinct: to step into complexity, find the opportunity within it, and build the teams needed to turn that opportunity into measurable growth. Over nearly three decades of progressive leadership, she has become known for bringing clarity to high-stakes federal markets—connecting strategic vision with the practical discipline required to win, deliver, and scale. As Chief Growth Officer for Jefferson, Carrie brings that same story-forward approach to growth: seeing not only where an organization can go, but how to bring people, clients, and capabilities together to get there.
That ability has carried through every chapter of her career. Carrie has built high-performing teams, grown accounts from the ground up, and led captures with total contract values exceeding $4B across some of the federal sector’s most demanding environments. Her experience spans business development, capture management, P&L leadership, and large-scale program execution, as well as professional services, software development, cybersecurity, IaaS/PaaS, and agency strategic governance. Whether guiding enterprise infrastructure programs or helping organizations achieve ISO and CMMI certification, Carrie has earned a reputation for aligning technical delivery with business outcomes—and for helping teams move confidently from possibility to performance.
Carrie’s impact has also extended beyond the organizations she has served. In 2024, she was honored with the Women in Technology Leadership Impact Award by FORUM, recognizing the influence of her leadership across the government technology community. She served as Industry Vice-Chair for the ACT-IAC Partners Program in 2023 and is a 2017 Fellow of the program. Carrie holds a Bachelor of Arts from the College of William and Mary, along with PMP, PMI-RMP, ITILv3, and SAFe Agile certifications.
